مُسْتَطَرٌ (Mustaṭar)
Mustaṭar derives from سَطَرَ (satara). In origin, السَطْر (as‑satr) referred to a row of trees, and later to words written or inscribed in rows.
وَكُلُّ صَغِيرٍ وَكَبِيرٍ مُّسْتَطَرٌ
“And everything small and big is meticulously recorded”.
Every detail—minor or major—is carefully documented. The verse anchors the certainty of an all-encompassing, precise record.
Mustaṭar derives from سَطَرَ (satara). In origin, السَطْر (as‑satr) referred to a row of trees, and later to words written or inscribed in rows.
The act of inscribing words in straight, orderly lines is a meticulous craft. The verse asserts that everything has been documented with that exacting care.
Included are the precise measures Allah created things with, and what He has ordained and set a time for.
Also encompassed are our deeds and speech—no act or word is outside the record.
The pairing of “small and big” intensifies the certainty that nothing escapes these records.
The judgement of comprehensive recording is general—applicable to all people.
Within this section, verses addressing the criminals are interspersed with universal statements (like this ayah and the one on Qadar), sustaining attention across the entire audience.
“This judgement is general meaning that the recording is not limited to what they (i.e., criminals) did, but rather what others have done as well is also recorded. So, nothing small or big escapes the books”.
وَكُلُّ شَيْءٍ فَعَلُوهُ فِي الزُّبُرِ
“And everything they did is in written records”.
إِنَّا كُلَّ شَيْءٍ خَلَقْنَاهُ بِقَدَرٍ
“And We indeed created everything, We created it with Qadar”.
Recording is meticulous—an intentional, careful inscription.
“Small and big” underscores that no category or degree escapes the books.
Embraces both Allah’s decreed measures and timings, and human deeds and speech.
