54:49
QURANHIVE
Surah Al-Qamar — Ayah 49

إِنَّا كُلَّ شَيْءٍ خَلَقْنَاهُ بِقَدَرٍ

Literal rendering: “Indeed We, everything, We created it with Qadar”.

Implied meaning: “There is no doubt that We created every last thing with a Qadar”.

Sentence Structure and Emphasis

Fronting and Resumption

The object كُلَّ شَيْءٍ (“Everything”) is placed before the verb خَلَقْنَا (“We created”) and then resumed by the pronoun هُ in خَلَقْنَاهُ (“We created it”).

  • This structure heightens focus on that which was created—“everything” without exception.
  • إِنَّا (“Indeed We”) emphasizes the doer, yet the verse gives a special prominence to “everything”.

Scope: “Everything”

By spotlighting كُلَّ شَيْءٍ, nothing escapes inclusion—every last thing falls under it.

Qadar: Layered Meanings

Measure

قَدَر can mean “measure” — everything is مُقَدَّر, set with precise proportions and attributes that are neither increased nor decreased.

قَدْ جَعَلَ اللَّهُ لِكُلِّ شَيْءٍ قَدْرًا

“Allah has indeed set for everything a Qadr.”

Power and Will

From قُدْرَة (power/ability): “We created everything with power, control, and according to Our Will.”

It can also be understood that creation is endowed with a measured capacity or capability as part of that decree.

Ordainment and Timing

قَدَر can imply ordainment and predecreed timing—events unfold within a divinely set framework.

جِئْتَ عَلَىٰ قَدَرٍ يَا مُوسَىٰ

“You came (here) at the ordained time, O Musa.”

Nothing is created casually; creation operates by relations, proportions, limits, and consequences with exact measure, proportion, and timing.

Rhetoric: Nakirah for Ta’zheem and the Unknown

Indefinite Form: Greatness and Hidden Degree

  • قَدَر appears in Nakirah (indefinite) form to magnify: “We created everything with a great power/control/measure.”
  • The indefiniteness also signals that the exact extent and modality of that “measure” and empowerment/disempowerment is unknown to us.

Scholarly Notes

Al-Aalousiy

“It means that it is ordained and written in اللَّوْحِ الْمَحْفُوظ before it happens.”

According to this, Qadar relates to the perfect knowledge of Allah.

Ar-Razi

He relates it to what came before: “Taste, because indeed We have created everything with a Qadar,” indicating that the punishment commanded to be tasted corresponds to what Allah has measured and ordained.

Measured Stages within the Surah

Previous nations

Their destruction occurred by ordained stages and measures.

Quraysh defeat

A decreed moment where they “turn their backs in flight”.

The Hour and Day of Judgement

The final and climactic stage, set to occur at its appointed time.

Key Insights and Mindsets

Comprehensive Inclusion

“Everything” is emphasized so entirely that it leaves no exception outside the divine creation and decree.

Exactness and Proportion

Every entity is given a precise measure, attributes, relations, limitations, and consequences.

Divine Power and Will

Creation unfolds under power, control, and will; capacities within creation are granted as part of ordained measure.

Ordained Timing

Events and moments are not casual; their occurrence aligns with decreed stages and timings within a divine plan.

Language Focus

Focus on the Created

The verse’s structure makes that which is created—“everything”—so prominent that it nearly overshadows the act of creation itself.

إِنَّا and Emphasis

إِنَّا emphasizes the doer (“We”), yet the construction uniquely intensifies the scope of what is created.

Indefiniteness

The Nakirah form of قَدَر magnifies greatness while indicating that the particulars of that measure remain beyond our knowledge.
